Green plan too reliant on voluntary action-MPs

LONDON (Reuters) - Britain's drive to create a low-carbon economy is stalling, because the government is too reliant on voluntary action and the Treasury appears to regard the environment as an obstacle to economic growth, a parliamentary group warned on Monday.
